    It is vital that legislation includes the prohibition to import, export and sell any product labelled as containing tiger. Enforcement officers cannot verify that every pill or capsule actually contains tiger and to make their enforcement work possible, all products claiming to contain tiger must be prohibited.

    Following one of EIA's investigations, when the local enforcement agency followed up EIA's information, it found no products labelled as containing tiger. When questioned, it was found that this enforcement agency had failed to use ethnic Chinese investigators and their Caucasian investigators had been told by the pharmacies that they had no products with tiger. This comes as no surprise. When investigations are carried out it is vital to use investigators of Chinese ethnic origin or Japanese citizens in Japan.
